Web Sites. Web sites are a great promo tool. This isn't arguable any more, it's fact. If you can have paypal with "Buy Now" buttons even better. Make it as easy for people to get your publication as physically possible, and moving one finger to click a button is about as easy as it gets. It's also a great way to communicate with and generate sales from people not in your area.
Advertising. I don't just mean ad space in your local newspaper. Try the web! There are lots of newsgroups, e-zines, and messageboards that you can place a notice on. You could also advertise in zines, their ad rates are cheap, and often they give it away for free.
Interviews. Interviews area great way to let people know about your project. Don't expect Hot Type with Evan Solomon, but try contacting zines, web sites, indie mags, college radio stations, anything, hit them up with a press release and make sure to let them know you're available for interviews. Try to give them an angle, something they can make a story out of. That is, after all, what they're looking for.
